All new buildings shall conform to the regulations established herein for the district in which each building is located. Further, no existing buildings shall be enlarged, reconstructed, structurally altered, converted or relocated in such manner as to conflict, or further conflict, with the bulk regulations of this chapter for the district in which such building shall be located.
