§ 155.048 CONSTRUCTION PLANS.
   (A)   Construction plans submission. The subdivider shall submit four sets of detailed construction drawings (five sets for subdivisions not within and not to be within the corporate limits) and estimate of costs to the Plat Officer, a minimum of 30 days prior to submission of the final plat. The drawings shall be in accordance with all design standards of this chapter and applicable local, county and state design standards.
   (B)   Contents of construction drawings.
      (1)   All drawings shall be prepared by or under the direct supervision of a state registered professional engineer and, if necessary, a state registered structural engineer. All drawings shall be signed, sealed and dated by the same.
      (2)   All drawings shall be neatly drawn on reproducible 18-inch by 24-inch or 24-inch by 36-inch sheets at a scale of not more than one inch equals 100 feet and consist of a minimum of:
         (a)   Title sheet showing development location, scales, symbols, index to sheets, summary of quantities, approval blocks and seals;
         (b)   Site plan with existing and proposed contours showing drainage ways and flood plain boundaries;
         (c)   Plan and profile for streets;
         (d)   Typical cross-sections for streets, showing right-of-way lines, proposed pavement widths, surface, base, sub-base and subgrade type and thickness, crown, curbs and gutters and sidewalks;
         (e)   Plan and profile for sanitary sewers;
         (f)   Plan and profile for storm sewers;
         (g)   Plan for water mains and appurtenances;
         (h)   Plans for street lighting;
         (i)   Construction details, with details of manholes, inlets, catch basins, curbs and gutters, drainage structures, other structures or references to the Highways Standards published by IDOT;
         (j)   Specifications; and
         (k)   Erosion and sedimentation control plan as outlined in § 155.091, and consistent with the erosion and sedimentation control principles and standards of § 155.071. Description of erosion control measures to be taken during construction.
      (3)   All plan views shall include all utilities, utility easements and sidewalks, where required, to clearly relate the position of each item in relation to the others.
      (4)   Each sheet shall be numbered and contain basic information as to project name, north arrow, scale and date.
      (5)   All lots shall be clearly numbered and relate exactly to the final plat.
      (6)   The basis of design shall be submitted for all construction and pavement design including drainage calculations.
      (7)   All construction details including standard details shall be shown with required dimensions and general notes.
   (C)   Plat Officer action.
      (1)   The Plat Officer shall forward four sets of the construction drawings to the Village Engineer and for subdivisions outside the corporate limits, one set to the County Superintendent of Highways. The Village Engineer shall review the drawings and shall either recommend approval, recommend approval with modifications as noted or require resubmittal if the modifications are extensive.
      (2)   If the plans are approved, the four sets of drawings shall be clearly marked and signed on each title sheet as follows:

      (3)   When the construction plans are approved by the Village Board, the Plat Officer shall retain one approved set and forward one approved set each to the subdivider, the Village Engineer, the Village Clerk and for subdivisions outside the corporate limits, to the County Superintendent of Highways.
      (4)   Upon Village Board approval of the construction plans, the subdivider may submit the final plat to the Planning and Zoning Commission for its consideration.
      (5)   Recommendation for approval by the Village Engineer does not relieve the owner/developer of full responsibility for the design of improvements and compliance with the requirements of this chapter.
