(A) No owner or agent of the owner of any parcel of land located in a proposed subdivision shall transfer or sell such parcel before a plat of said subdivision has been approved by the Village Board and filed with the County Recorder of Deeds.
(B) The subdivision of any lot or any parcel of land by the use of metes and bounds description (with the intent of evading this chapter) for purpose of sale, transfer or lease shall be subject to all the requirements and regulations contained in this chapter.
(C) No building permit shall be issued for the construction of any building located on a lot or plot subdivided or sold in violation of the regulations of this chapter.
(D) No preliminary or final plat shall be approved which does not comply with all applicable provisions of this chapter.
