Upon completion of all improvements, the developer’s engineer shall certify, in writing, to the village that all improvements have been constructed substantially in accordance with the approved construction plans. Upon receiving this certificate, the Village Engineer and a village representative from the Streets Department shall conduct a punch list review and shall issue a letter to the developer’s engineer for corrective work. Once all punch list items are completed to the approval of the Village Engineer and the village, only then shall the certificate be accepted.
