The Rochester Arts Commission shall be composed of 16 to 21 members who shall be appointed by the Mayor. Three members shall be appointed for a four-year term, four members shall be appointed for a three-year term, four members shall be appointed for a two-year term, and four members shall be appointed for a one-year term. Other first-term members up to and including five such first-term members may be appointed for terms of four years or less, at the discretion of the Mayor. After the initial terms of the members, all subsequent members shall be appointed for terms of four years.
