§ 32.40 COMPREHENSIVE PLAN.
   The Plan Commission shall prepare a Comprehensive Plan to promote the public health, safety, morals, convenience, order, and general welfare of the city to enable efficient and economical development of the city. The Plan Commission shall periodically review the Comprehensive Plan to ascertain the need, if any, for amendment of the Plan.
