(A) The Rochester Development Commission shall have five members to be appointed in the manner provided under I.C. 36-7-12-5.
(B) No person shall be appointed as a Commissioner, who is not either a resident of the city, employed in the city, or owner of a business in the city. If any Commissioner shall cease to qualify in one of the above categories, his appointment on the Board shall thereby terminate and his office shall become vacant.
