§ 114.21 SAFETY INSPECTION; CERTIFICATE OF INSPECTION PREREQUISITE TO LICENSE; DISPLAY OF CERTIFICATE.
   At the time of the presentation of an application for a taxicab license, or upon its renewal, a thorough and complete check and inspection shall be made of the taxicab by the Chief of Police to determine if it is in a safe condition for the transportation of passengers. The Clerk-Treasurer shall not issue a taxicab license unless a certificate from the Chief of Police attesting to the passing of this inspection is presented with the license application. Such certificate shall be prominently displayed in the taxicab at all times.
