No taxicab license shall be issued or held by anyone who is not a person of good character or who has been convicted of a felony or whose license to operate a motor vehicle has been revoked during the preceding year, nor shall such a license be issued to or held by any firm or corporation if any officer or stockholder thereof is ineligible for the license.
