It shall be a violation of this section to block entrances or exits to any parking area providing access to a protected property, whether by vehicle, persons, or barricades, in any manner that causes difficulty in entering or exiting the parking area. This section does not apply to blocked entrances or exits resulting from municipal or private repairs on or near a protected property, or blocked entrances or exits otherwise created at the proper direction of the owner or manager of a protected property.
