(A) It shall be unlawful for any person to create noise by the use of any radio, sound truck, public address system or other similar device for the purpose of advertising or attracting attention .
(B) This section shall allow the Police Department to use a sound truck or public address system upon the streets and public places for the purpose of directing all vehicular traffic upon them.
