§ 30.28 PRESIDING OFFICER PRO TEMPORE.
   At the first regular meeting of the Common Council and on the first Monday of every succeeding January, the Common Council shall choose from its members a President pro tempore. In the absence of the Mayor, the President pro tempore shall preside over the meeting of the Common Council.
