When any member of the Police Department orders that a junk car be removed, a notice of the order shall be placed upon the car and copies of it shall be served upon any adult occupying the real estate on which it is located and upon the owner of the car, if they are known. If no occupant of the real estate or owner of the junk car can be found, then such notice may be affixed to any building on the real estate on which the car is located; if there is no building on the real estate, then the notice may be affixed elsewhere on the real estate.
