All junk cars are declared to be nuisances; provided, however, that no such car shall be a nuisance if it is located in a lawfully operated junkyard awaiting permission for junking from the State Bureau of Motor Vehicles, or if it is in the possession of lawfully licensed automobile dealer and at his legally recognized place of business or such other lots properly zoned for such purpose.
