(A) There is hereby adopted for the purpose of establishing the procedure to be followed by the Common Council and committees thereof, that certain publication known as Robert's Rules of Order Newly Revised.
(B) In the event of a conflict between Robert's Rules and the other provisions of this subchapter, the other provisions of this subchapter shall prevail.
