   (B)   Notice; penalty.

      (1)   It shall be the duty of the police to attach to any vehicle illegally parked in violation of this section a notice to the owner or operator thereof that such vehicle has been parked in violation of this section and instructing the owner or operator to report at the police station in regard to the violation.

      (2)   Each owner or operator may, within 24 hours of the time when the notice was attached to the vehicle pay to the city as a penalty for and in full satisfaction of the violation, the sum of $5. The failure of the owner or operator to make such payment of the $5 within the 24 hours, shall render the owner or operator subject to the penalties provided for violation of this code.
