The regular and stated meetings of the Common Council shall be held in the Council chamber at 6:00 p.m. on the fourth Tuesday evening of every month; provided, however, the first regular meeting of any newly elected Council shall be held on the first Monday in January after the election of officers at 6:00 p.m.
