§ 77.04 REGISTRATION AND INSPECTION.
   (A)   No golf cart shall be operated on any city street unless it is registered.
   (B)   Owners of a golf cart who wish to operate it on city streets must register the golf cart with the Rochester Police Department. The golf cart shall undergo an initial inspection with the Rochester Police Department to determine compliance with this chapter and proof of financial responsibility prior to registration. Once the golf cart passes inspection, it may be registered.
   (C)   The annual registration fee for golf carts shall be $100. The registration, upon issuance, shall be valid for the calendar year with each registration issued expiring December 31, of each year.
   (D)   The Rochester Police Department is directed to develop and utilize a registration form. Such form shall contain a certification that the operator will observe all traffic laws applicable to the operation of a motor vehicle. The Rochester Police Department shall handle the ordering of all permit stickers and collection of all registration fees. Registration fees shall be placed in the City Ordinance Fund and the Rochester Police Department shall receive all funds derived from the registration of golf carts.
   (E)   The City of Rochester Board of Public Works and Safety may provide an exception to the registration requirements of this chapter for good cause.
