§ 30.02 COUNCILMANIC DISTRICTS.
   By reason of the provisions of I.C. 36-4-6-4, the territory of the city is divided into five districts for the selection of members of the Common Council; and the Common Council shall consist of seven members, one of whom shall be elected from each of the districts hereafter described, and two shall be elected at large by the voters of the city. The Council districts shall consist as follows:
   (A)   District 1. District 1 shall consist of the territory incorporated in Rochester Township Precinct Number 1 as that territory is described in the maps and descriptions prepared by the County Election Board and on file in the Office of the Clerk of the Fulton Circuit Court.
   (B)   District 2. District 2 shall consist of the territory incorporated in Rochester Township Precinct Number 2 as that territory is described in the maps and descriptions prepared by the County Election Board and on file in the Office of the Clerk of the Fulton Circuit Court. In addition to the territory incorporated in Precinct 2, District 2 shall include the territory annexed by the city in Ordinance 19-1990, which additional territory is described in that ordinance, and which additional territory is presently a part of Rochester Township Precinct Number 6.
   (C)   District 3. District 3 shall consist of the territory incorporated in Rochester Township Precinct Number 3 as that territory is described in the maps and descriptions prepared by the County Election Board and on file in the Office of the Clerk of the Fulton Circuit Court.
   (D)   District 4. District 4 shall consist of the territory incorporated in Rochester Township Precinct Number 4 as that territory is described in the maps and descriptions prepared by the County Election Board and on file in the Office of the Clerk of the Fulton Circuit Court.
   (E)   District 5. District 5 shall consist of territory incorporated in Rochester Township Precinct Number 5 as that territory is described in the maps and descriptions prepared by the County Election Board and on file in the Office of the Clerk of the Fulton Circuit Court.
