Pursuant to I.C. 8-1.5-5-1 et seq., a Department of Stormwater Management shall be and is hereby created for the purpose of providing for the collection, disposal and drainage of storm and surface water and relieving of sanitary sewers of such water in the special taxing district which is also hereby created pursuant to I.C. 8-1.5-5-1 et seq. The Department shall be administered with the city municipal utilities. The Board of Directors shall be the Board of Public Works and Safety that controls the city’s municipally owned utilities pursuant to I.C. 8-2.5-5-4(g) and I.C. 8-1.5-3-3.
