That certain document, one copy of which is on file in the office of the Clerk-Treasurer, being marked and designated as the “Comprehensive Plan of the City of Rochester,” as prepared by the Rochester Plan Commission, be and is hereby adopted as the Comprehensive Plan for the city; for the development of the city as herein provided; and each and all of the regulations, provisions, penalties, conditions, amendments and terms of said Comprehensive Plan are hereby referred to, adopted, and made a part hereof, as if fully set out in this section.
