That certain document, one copy of which is on file in the office of the Clerk-Treasurer, being marked and designated as the “Rochester Zoning Ordinance of 2000,” as prepared by the Rochester Plan Commission, be and is hereby adopted as the Zoning Code for the city; for the purpose of guiding the city in accordance with the goals, objectives, and strategies stated within the city’s Comprehensive Plan as herein provided; and each and all of the regulations, provisions, penalties, conditions, amendments and terms of said Zoning Code are hereby referred to, adopted, and made a part hereof, as if fully set out in this section.
