Within thirty (30) days after abatement of the violation, the owner of the property will be notified of the cost of abatement, including administrative costs. The property owner may file a written protest objecting to the amount of the assessment with the city clerk within fifteen (15) days of date the notice was sent to the property owner. The city clerk shall set the matter for a public hearing before the city council. The decision of the city council shall be set forth by resolution and shall be final. If the amount due is not paid within the time as determined by the decision of the city council or by the expiration of the time in which to file an appeal, the charges shall become a special assessment against the property and shall constitute a lien on the property for the amount of the assessment. A copy of the resolution shall be remitted to the county so that the assessment may be added to taxes levied against the parcel of land.
