(A) As soon as practical hereafter, each separate location served by the town water utility shall be metered by town-owned water meters with remote readers, of a quality, at a location and installed in accordance with the town’s specifications as they then exist.
(B) (1) Hereafter, upon the initial installation, or when non-emergency replacement is made necessary other than by the negligence of the town, water metering meeting the requirements of this section may be accomplished by the customer if specifications for same, both meter, remote reader and installation, are approved by the town in writing within 30 days after the customer is notified by mail (addressed to that customer’s address as shown on the books and records of the utility), and thereafter installed without expense to the town in accordance with those specifications to the express written satisfaction of the town within 30 days after the town provides the approval of the specifications.
(2) If the metering is not so accomplished, then division (C) below shall apply.
(C) (1) Should the applicable time period set out in division (B) above pass without either being extended in writing by the town to allow for inclement weather or other good cause or the written approval or express written satisfaction, as appropriate, or should an emergency exist and be established to the satisfaction of the Water Utility Superintendent after a consultation with the President of the Town Council, then, in any circumstance, the town shall have the right, without need for additional notice, consultation or approval, to obtain and install a suitable water meter and/or remote reader at that customer location.
(2) The customer shall be assessed and pay to the town a charge equal to the cost of the labor and material required in the installation, including the cost of the town-owned meter and any remote reader, all as reasonably determined by the Clerk-Treasurer.
(D) Divisions (A) through (C) above are intended to apply to the initial and replacement of obsolete meters and remote readers for existing service and not to initial tap-ins to the water system, which initial tap-ins are otherwise provided for.
