§ 35.01 ESTABLISHMENT; PURPOSE; RIGHT TO TRIAL.
   (A)   Establishment. There is hereby established an Ordinance Violations Bureau (“OVB”) for the town, pursuant to the provisions of I.C. 33-36-2-1, as amended.
   (B)   Purpose.
      (1)   The purpose of the OVB shall be to receive, during regular business hours or such other hours as may be established, fines and fees imposed pursuant to the code for violations thereof, except for moving traffic violations, as a means of resolving a citation.
      (2)   However, the OVB is not a court and the Administrator has no authority to compromise penalty amounts.
   (C)   Right to trial. A person charged with an ordinance or code violation is entitled to a trial before a court as provided by law, unless the person waives the right to trial and enters an admission of the violation with the Violations Clerk.
