(A) It shall be unlawful for any person having or obtaining access to a public record to alter the content of the public record from its original state without the prior written authorization from the town.
(B) Any person violating division (A) above shall be subject to a fine not exceeding $2,500 for each offense. A complaint for violation seeking the imposition of a fine may be filed with any court of competent jurisdiction in the county.
