(A) The enforcement authority and designated persons acting on his or her behalf shall have the authority to order and implement the following emergency measures necessary for safety of persons or property:
(1) Disconnect electrical service, water service, gas service and other utility service;
(2) Evacuate a building or premises due to an unsafe condition(s) relative to the building or premises;
(3) Securing an unsafe building or unsafe premises; and
(4) Demolish a structure damaged as a result of structure failure, fire, wind, flood or any other casualty.
(B) The Department, acting through the enforcement authority, may recover the costs incurred by the enforcement authority in taking emergency action, by filing a civil action in the County Circuit or Superior Court against the persons who held a fee interest, life estate interest or equitable interest of a contract purchaser in the unsafe premises at the time the enforcement authority found it necessary to take emergency action.
