(A) Buildings and building sites along each of the public ways, streets, alleys or roads in the town shall each be numbered in accordance with the following system. It shall be the duty of the owner of each, now and hereafter, improved building site to promptly confirm the correct number with the duly designated town representative and then promptly cause that number to be conspicuously affixed to the principal improvement on that site near, and readable from, the public way easement which that entrance faces.
(B) Each unimproved building site, as determined by the town, may, at the discretion of the town, be assigned a number in the system by measurement to the center of that site, which number, if assigned, shall be disclosed by the town to the public upon request. Those numbers so assigned need not be changed upon alteration or improvement of the site, except as hereafter ordered by the Town Council, even though the location of the principal improvement may not thereafter be fully consistent with this system.
(C) First Street and Main Street shall constitute and be the base lines from which the numbering shall begin, and the intersection of those streets shall, for purposes of the system, be referred to as the center of town.
(D) When facing away from the center of town on any public way, the even numbers shall be on the right, and the uneven numbers on the left.
(E) Each five-foot increment of the grid resulting from the applications of divisions (C) and (D) above shall be eligible for a separate number, except that where town blocks, or squares, exist or are platted, 100 numbers shall be allocated to each block or square and the first number of each block moving away from the center of town shall be evenly divisible by 100.
(F) Where a public way intersection exists on a one-sided public way and not on the other, the numbering system shall be applied as if the intersection existed on both sides of the street, so long as it does not result in a building site being unnumberable under the system.
