An owner shall notify the Clerk-Treasurer that the owner is unable to pay any or all of the assessed fees to redeem the animal. Thereafter, the owner shall be given the opportunity to appear before the Town Council to seek assistance by entering into a payment arrangement with the town. At that hearing, the Town Council can provide for any other terms of repayment, including community service. If, during the period of the agreement, it is determined that the owner has obtained the ability to pay the fees, the owner and Council will determine the residual balance due to the town, which shall be payable within ten days.
