Upon receipt of written authorization from the Roanoke Fall Festival Board, golf carts operated in connection with the town’s annual Fall Festival shall be exempted from specified requirements of this subchapter for operation within the confines of that portion of the downtown in which festival activity is taking place; except that, the operator of a golf cart must still be a licensed driver, and financial responsibility must be in effect with respect to the golf cart.
