In accordance with all laws, ordinances and regulations pertaining to the operation of motor vehicles and, where more restrictive and not otherwise prohibited by controlling authority, within the following standards and limitations as well:
(A) Driven at speeds of no more than ten mph;
(B) Headlights and taillights on and working at all times;
(C) Operator and passengers wearing approved helmets;
(D) Safety flags mounted on the vehicle so as to be easily seen above the highest point of the machine and rider; and
(E) Snowmobiles in Roanoke Park shall be driven only on the driveway from the public way to the ball diamonds, and in the field west of the most easterly ball diamond. Also, no snowmobiles shall operate south or west of the creek in the park.
