For the purpose of protecting the public health, safety, and welfare, the regulations, standards, and restrictions set forth in this title may from time to time be amended, supplemented, changed, or repealed by ordinance, as provided by law. No such action may be taken unless and until a request is made to the plan commission for a change by any person, by the plan commission, or by the village board, and public hearing is held thereon in the same fashion as is provided in title 10, chapter 13 of this code for amendments to the zoning code, except that the provisions in title 10, chapter 13 of this code regarding notice to property owners located within two hundred fifty feet (250') of the subject property and regarding a written protest or petition against any proposed amendments or changes shall not apply to amendments to this title.
