The yeas and nays shall be taken upon the passage of all ordinances and upon all propositions before the board to create any liability against the village, or where the proposition is for the expenditure or appropriation of its money, which shall be entered on its record of its proceedings, and a concurrence of a majority of its members elected to the board shall be necessary for the passage of any such ordinance or proposition.
