7-2-3: BUILDING AND MAINTAINING SEWERS:
   (A)   No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenances thereof without first obtaining a written permit from the village. There shall be two (2) classes of building sewer permits:
      1.   For residential and commercial services, and
      2.   For service to establishments producing industrial waste.
In either case, the owner or his agent shall make application on a special form furnished by the village. Permit applications shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the superintendent of the sewer system. A permit and inspection fee of twenty dollars ($20.00) for a residential or commercial building sewer permit shall be paid to the village treasurer at the time the application is filed.
   (B)   All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner. The owner or the personnel installing the building sewer for said owner shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by said installation. The owner installing said sewer system shall extend his sewer line with the approval of the superintendent of the sewer system and at the owner's own cost out to the village trunk sewer line. Under no occasion or situation will the village be obligated to extend or maintain the sewer line from the trunk to the property owner's property boundary at the cost of the village. The village shall be responsible for maintaining a flow in the trunk line between manholes; the property owner shall be responsible for maintaining a flow between their property boundary and the trunk line.
   (C)   A separate and independent building sewer shall be provided for every building; except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer. Other exceptions will be allowed only by special permission granted by the superintendent of the sewer system.
   (D)   Old building sewers or portions thereof, may be used in connection with the new buildings only when they are found on examination and test by the superintendent of the sewer system to meet all requirements of this chapter.
   (E)   The building sewer and fittings shall be constructed of PVC SDR 26. All sewers shall be laid on suitable improved bed or cradle as approved by the superintendent of the sewer system.
   (F)   All joints and connections shall be made gastight and watertight. All plumbing shall be done in accordance with and shall meet the requirements as set forth by the current editions of the Illinois plumbing code and the standard specifications for water and sewer main construction in Illinois manuals.
   (G)   The size and slope of the building sewers shall be subject to the approval of the superintendent of the sewer system, but in no event shall the diameter be less than four inches (4"). The slope of such four inch (4") pipe shall not be less than one-eighth inch (1/8") per foot. A slope of one-fourth inch (1/4") per foot shall be used wherever practical.
   (H)   Whenever possible the building sewer shall be brought to the building at an elevation below the basement floor. The depth shall be sufficient to afford protection from frost. All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the superintendent of the sewer system. Pipe laying and backfill shall be performed in accordance with ASTM specifications (designation 312) except that no backfill shall be placed until the work has been inspected by the superintendent of the sewer system or his representative.
   (I)   In all the buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drains shall be lifted by approved artificial means and discharged to the building sewer. No water operated sewage ejector shall be used.
   (J)   The connection of the building sewer into the public sewer shall be made at the "Y" branch designated for that property, if such branch is available at a suitable location. Any connection not made at the designated "Y" branch in the main sewer shall be made only as directed by the superintendent of the sewer system.
   (K)   The applicant for the building sewer shall notify the superintendent of the sewer system when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the superintendent of the sewer system or his representative.
   (L)   All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, curb and gutter, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village. All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner.
   (M)   No one shall in any way excavate village property for any reason without the specific written consent of the president of the village board, the chairperson of the village's water and sewer committee, or the superintendent of the sewer system. (Ord. 2004-13, 6-21-2004)
