It shall be unlawful for any person to wilfully delay, hinder or obstruct any officer of the village, or any person aiding such officer, in the discharge of any official duty, or to aid, abet or encourage any other person to perform any of the acts above mentioned, or to neglect or refuse to obey any of the acts above mentioned or to neglect or refuse to obey any lawful order or directions of said officer.
