If the director of inspections and the superintendent of streets, water and sewer departments are satisfied that all provisions will be complied with, and that all possible precautions will be taken by the applicant to prevent injury to persons, vehicles or property, public or private, they shall approve the application, and the director of inspections shall issue a permit for such moving.
