No person shall within the limits of the village establish, keep or maintain any public show, circus, exhibition, lecture, concert, theater or other place of amusement, when money or any other thing of value is charged for admission thereto, without first having obtained license therefor. Provided, that no license shall be required when fairs, lectures, concerts or other exhibitions are given for the benefit of some charitable, benevolent or religious purpose or before any society of the village for the exclusive benefit of such society.
