Any person desiring a license shall make a written application to the village clerk, stating the purpose for which the same is desired, for what length of time, where his business is conducted and, if required by any code provision, he shall file the required bond or bonds which shall be approved by the village clerk before a license shall be issued; provided, license may be granted to shooting clubs and owners of shooting galleries to discharge firearms within the village limits, subject to such rules and regulations as may be ordered by the president and board of trustees.
