The Committee shall elect a Chairperson, Vice-Chairperson, and Secretary from among its members at the first meeting in June each year. Each such office holder must be a voting member of the Committee.
(A) Chairperson. The members of the Committee shall elect a Chairperson annually. The term shall be for one year, and he or she shall be eligible for re-election. The Chairperson shall decide all points of order and procedure unless directed otherwise by a majority of the Committee in session at the time.
(B) Vice-Chairperson. The Committee from among its members shall elect a Vice-Chairperson in the same manner and for the same term as the Chairperson. The Vice-Chairperson shall serve as acting Chairperson in the absence or disability of the Chairperson, and at such times he or she shall have and may exercise the same powers and duties as the Chairperson.
(C) Secretary. The Committee from among its members shall elect a Secretary in the same manner and for the same term as the Chairperson. The Secretary shall keep minutes of every meeting of the Committee and provide the City Manager with a copy of the minutes of all meetings.
