The Parks and Recreation Advisory Committee shall be composed of nine members, who shall be appointed by the City Council to serve without compensation for terms of three years, with the exception of the members first appointed, one-third of whom shall be appointed for terms of one year, and one-third of whom shall be appointed for terms of two years, and one-third of whom shall be appointed for terms of three years. Any vacancy arising from a cause other than expiration of term shall be filled only for the unexpired portion of the term. No member shall serve more than two consecutive terms without an intervening period of three years.
