It shall be unlawful for any person to willfully fail or refuse to comply with any final order or direction of the Planning and Development Department or the City Council made by virtue and in pursuance of this subchapter, and any person violating this subchapter shall, upon conviction, be punished as provided by § 10.99, and every day such person shall willfully fail or refuse to comply with any final order or direction of the Planning and Development Department or the City Council made by virtue and in pursuance of this subchapter shall constitute a separate and distinct offense.
