The fee required of every owner or agent for any business conducted or engaged in within the city as required by this chapter shall be set at $20 and made a part of the fee schedule adopted by the City Council, as amended from time to time. Notwithstanding the foregoing, the fee shall in no case be more than the maximum permitted by state law for that particular business or enterprise.
