If, upon inspection, it is ascertained that any taxicab is in a dangerous, defective or unsafe condition or is not in compliance with the provisions of this chapter, the Chief of Police, or person designated by him or her, may have the taxicab removed from service pending the correction of such condition and may make such requirements in regard to such vehicle as may be deemed proper.
