If the Chief of Police finds that a person filing an application has not been convicted of a felony, violation of any federal or state statutes relating to the use, possession or sale of intoxicating liquors, any federal or state statutes relating to prostitution, any federal or state statutes relating to the use, possession or sale of narcotic drugs, that such applicant is a citizen of the United States and has not been convicted of DWI or violated any provisions of this code or ordinances, then the Chief of Police shall issue a taxi driving permit to such applicant.
