All persons engaged in the business of operating taxicabs or authorized to operate taxicabs shall be entitled to a certificate for the number of taxicabs operated by them; provided, that any person operating a taxicab business whose right to operate such has been revoked or withdrawn shall not be entitled to a certificate unless and until the provisions of this chapter have been complied with, and such certificate has been issued by the City Council.
