(A) The City Council may at any time revoke any certificates issued by authority of this subchapter for any one or more of the following causes:
(1) Failure to operate the taxicabs specified in the certificate in such manner as to serve the public adequately and efficiently;
(2) Failure to maintain motor equipment in good repair;
(3) Failure to carry liability insurance or bond as required by the provisions of this code or other ordinances of the city and as required by G.S. § 20-280;
(4) Failure to pay to the city taxes or license fees imposed upon such taxicabs and related property both real and personal;
(5) Repeated and persistent violation by the taxicab drivers of provisions of this code and other ordinances of the city relative to traffic and safety; conviction of a felony; or violation of any federal or state statute or city ordinance relating to the possession or sale of intoxicating liquors; or violations of any federal or state statute or city ordinance relating to prostitution; or any federal or state statute or city ordinance relating to the use, possession or sale of narcotic drugs; or repeated violations of traffic laws or ordinances; or becomes a habitual user of intoxicating drugs; or convicted of DWI;
(6) Failure to report motor vehicle accidents involving taxicab;
(7) Willful failure to comply with any provision of this chapter or other provisions of this code or ordinances of the city or state laws relating to the operation of taxicabs; and
(8) Taxicab operator/owner has made a false or misleading statement on his or her application.
(B) No certificate shall be revoked by the Council until the owner has had at least five days’ notice by personal service or registered mail of the charges against him or her, and of the time and place of the hearing. If, after the hearing, it is found that the owner is guilty of one or more of the offenses listed in division (A) above, the Council may revoke the certificate or condition a revocation upon compliance with its order within any time fixed by it.
