(A) A certificate shall constitute a franchise from the city for the operation of taxicabs within the city, subject to the provisions of this chapter, for one year unless a shorter period of time is specified in the certificate.
(B) Once issued a certificate of convenience and necessity shall remain in full force and effect without re- issuance.
