All junk dealers doing business in the city shall register all articles purchased by them, with the date of purchase, description of each article, and the name of the party from whom it was purchased; and every article purchased by them shall remain in their shop five days before being shipped, and shall not be mutilated, defaced or changed in form in any manner.
