Upon written application, any person over 21 years old and of whose qualifications the City Council approves in a meeting duly assembled, may open, maintain and operate a billiard or poolroom within the corporate limits of the city after first paying the required license or privilege tax therefor and upon complying with the rules and regulations governing billiard or poolrooms herein set out and hereafter prescribed and promulgated by the City Council.
