§ 98.02 ASSEMBLIES OBSTRUCTING STREETS AND SIDEWALKS.
   All crowds or assemblages of persons who shall congregate on the streets or sidewalks of the city, thereby obstructing the same to the inconvenience of pedestrians, shall be dispersed by the police, and any person who refuses to obey the warning of the officer shall be deemed to violate this section.
